The Costa Rica of the XXI century has seen the emergence of a new citizenship, with a patriotic sense and propositional vision, determined to overcome a political and caudillista-authoritarian, patriarchal and clientelistic culture: foundation of the regime of "dictatorship in democracy", which appeals to the ideology of fear in a desperate effort to stay in power. This ideology as a form of symbolic and political violence is part of the geopolitical strategy of a neoliberalizing global capitalism that has as new fronts the doctrine of "preventive war", the political-moralist discourse of a religious nature and the open-minded discourse of the free trade agreements.

The awakening of citizenship is the counterpart of this geopolitical strategy. However, beyond a reflective and critical attitude, to confront an authoritarian political culture and an exclusionary neoliberalism, we are witnessing the formation of a citizenry willing to renew the democratic space, strengthen social institutionality and enhance interculturality for recognition and inclusion. From this platform, it seeks to forge a culture of non-violence, an ethical and political foundation for the construction of the Costa Rica of equity and social peace.
