This paper analyzes the interaction between immigration and social policy in Costa Rica; also, the relationship between immigrants and social services, specifically health. Its main contribution is empirical, in that sense, it seeks to contribute to a public policy debate in the country, which focuses on the idea that health services in Costa Rica constitute a magnet for welfare for Nicaraguan immigration.
