Since, in 1940, the University of Costa Rica was founded, the changes it has gone through our higher education have been extraordinary. The three state universities in the seventies today far exceed student enrollment and the country offer different academic areas, specialized communities and development strategies. The last decade left an extraordinary expansion of the private university, whose balance should be looking for a general regulatory framework for all higher education.
