Can developing countries use high-tech foreign direct investment (FDI) to rapidly expand local capacities and thus avoid stages traditionally considered necessary for development? Using the cases of Ireland and Costa Rica, the author shows how the dynamics of the FDI-development nexus has changed over time, making problematic the attempt by Costa Rica and other developing nations to repeat the success story of the "Celtic Tiger" .
